Dear Colleagues,

The staff of the World Bank have waited, patiently and sometimes impatiently, while the Board has conducted its inquiry into matters relating to the President. We have allowed space for due process and time for all of the facts to come out. These facts, as reflected in the Ad Hoc Group's report and Mr. Wolfowitz's responses, are clear. The outcome should not be in doubt.

The staff of the World Bank have waited, patiently and sometimes impatiently, while the Board has conducted its inquiry into matters relating to the President. We have allowed space for due process and time for all of the facts to come out. These facts, as reflected in the Ad Hoc Group's report and Mr. Wolfowitz's responses, are clear. The outcome should not be in doubt.

The World Bank's Staff Rules are its law and their enforcement is the responsibility of the Board of Directors. When staff members violate the law they are entitled to due process. The President has certainly been accorded a lengthy and even elaborate process. On May 12th, he said he would accept the Board's decision, a decision we urge the Board to reach today and the President to accept forthwith.

The next President should be selected based only on merit and qualifications, after full consultation of all shareholders.

The Bank’s Executive Directors, especially the Ad Hoc Committee, and Mr. Rivero have worked hard and in earnest for the Bank in the past month. However, the Board and Bank staff members face the burden of a sad truth: there is neither justice nor integrity nor honor in a world with an unconscionable U.S. administration that uses blackmail to coerce an institution like ours. There is one and only one reason – the Americans spend a lot of money on defense in Europe and for Europe through NATO. Mr. Wolfowitz knows that all too well. On the other hand, our image of him is not of an honorable man, but one who desperately clung to the presidency of the Bank with his nails, convincing himself that his beliefs are equal to the truth – just like sociopaths. Let us all please urge the Board to appoint Mr. Wheeler as Acting President effective tomorrow and effectively emasculate that man of ill repute –Mr. Wolfowitz. The mind of a sociopath is a dangerous one and his PR/attorney issued a not-so-veiled threat to the Bank a few days ago. Let us remember that Mr. Wolfowitz has a dangerous mind and he can unleash the kind of “smear campaign” (his words) that would make Saddam Husain shudder. He is so amoral that he could go after anyone – the Ad Hoc Group members, the rest of the Board, Alison Cave, the Staff Association Executive Committee and all of us staff members. Let us be vigilant and watch over Mr. Wolfowitz and his cronies like hawks.
