Dear Executive Directors:
Let me begin by congratulating your organization on one of the most difficult tasks --- an independent investigation of wrongdoing at the highest levels of the Bank --- with incredible dignity, fairness, objectivity, sensibility, transparency, and finesse.
This was accomplished in an environment that included activists, grandstanding attorneys, and under the glare of media unusual even for the World Bank.
The Board gained considerable credibility and respect with the publication of the ad hoc group report and its documents.
The Board is in danger of losing that respect and credibility if it were to not fully endorse the Report's contents even if it means over the objection of one ED.
Insofar as an exit deal for Mr. Wolfowitz. There is but one simple solution. He can accept a resignation without comment from the board (ie no statement as to where and who fault lay with), or the alternative is termination for failure to execute his duties as President (broadly speaking, which would not only include the unauthorized release of confidential material, but also other misconduct.)
Anything less at this stage will severely undermine the institution's commitment against corruption and embolden every client of the Bank to ignore the Bank's anti-corruption campaign.
If the preservation of the Bank's credibility require a vote against one ED, so be it.
You have come too far to stop short of victory.
The Bank can no more accept a conditional resignation than the Allies can accept an conditional surrender from the Axis.
